Disconnect one of the lines at the lowest point (somewhere on the rack probably) and let it drain. Go rack-to-rack with the wheel while the car is idling to push the rest out.
Doing this will get air in the system, so if/when you put new fluid in, you'll need to go rack-to-rack with the wheel again while the car is idling, to push the air out...and you'll probably need to top 'er off.

Step one: Light Fuse
Step two: Place lit dynamite in PS reservoir
Step three:
RUN.
Step four: If you have survived step three, replace all power steering, engine, chassis, and other components that have sustained damage. If the whole car has been destroyed, replace with identical model. If the new model has the same power steering issue, refer to Step one.

Lol, add more PS fluid. So, like, from a bone-dry system with air in it, if you put PS fluid in the reservoir to the "full" line, and then start the car and go rack-to-rack with the wheel a couple times, it'll get the air out, but, then, more fluid will be in the system, and less in the reservoir, so you'll wanna check the level on that again.

Identify and remove the fluid return line on the rack (lowest point), let it drain into a container, remove the belt, spin the pump by hand to force out as much of the old fluid as possible. Then reconnect the line, reinstall the belt and tighten to spec, fill with fluid remembering to allow room for expansion when the fluid heats up, rotate steering wheel back and forth a few times to help force out any air pockets in the system. If necessary add more fluid to factory recommended fill point.

Also, when you think the rack is completely out of old fluid you will get more to come out.
